Congressman Dennis J. Kucinich on House Resolution about Iraq

Leader of the House opposition to the resolution, Congressman Kucinich gave the following statement on the House floor October 10, 2002, during general debate on the war resolution.

Yesterday students held a peace rally on the West front of the Capitol. It may have been the first rally on the Capitol grounds in opposition to war with Iraq. I attended and I heard representatives of America's youth asking: Why?

Why war against the people of Iraq? Why assert military power which threatens innocent civilians? Why war to settle differences? Why separate our nation from the world community? Why not give peaceful resolution a chance?

I looked at the faces of the young people at the peace rally. Fresh faces, hopeful, optimistic, and challenging. Soon the voices of our youth will be heard across the nation. And we should pay them heed. They will be heard on campuses, in town halls, in marches. They will be raised to challenge and to confront senseless violence, mindless war, the death of innocents, the destruction of villages to save villages. Voices will be lifted up in urgency because the future knows when the place it needs to build could be destroyed. The future knows skepticism when promises of peace are wrapped in fire and brimstone.

Our young people opposing war represent a message from the future America, the America that can be, and with the upwardly spiraling aspirations of millions of Americans of all ages, the America that will be: The future America works to make nonviolence an organizing principle in our society. The future America works to make war archaic. It is a nation that lives courageously in peace, working to settle differences at home and abroad without killing.

The future America comprehends the world as an interconnected whole. It understands that changes in transportation, communication and trade have made people throughout the world neighbors.

The future America believes that each person is sacred. That each person makes a difference. That each choice we make affects others. That an injury to one person is an injury to all. That justice ought to be international and that vengeance is reserved to the Lord.

It is an America where human rights, and workers rights and environmental quality principles are within the ark of the Human Covenant. It is a nation where each life is given an opportunity to unfold, where all have access to health care, to higher education, to jobs and to a secure retirement. Where the quality of life matters. Where people build families, build communities, build an American community of our dreams, where our highest aspirations light the way to a better nation and to a better world.

The future America is a nation which works to sustain life on earth. It champions protection of the global environment. It works with all nations to abolish nuclear weapons, chemical weapons and biological weapons.

It is a nation which preserves the heavens for the restless human soul. And it rejects putting weapons in space because it knows the kingdom that will come from the stars should bring eternal peace, not war.

While some voices clamor for war, a future America looks for deeper unity of all people worldwide and seeks not empire but harmony. So to you, young America, I sing a hymn of praise because while some may want to send you marching off to fight yesterday's wars, you are advancing from the future, reminding us that our nation has a higher calling. Reminding us of the America that can be. Reminding us that there has to be a better way.

Challenging us to find that better way. Joining with us to make straight the path of democracy. This is a time for caution as we would face war, but it is also a cause for joy because the same reveille which sounds a battle cry and clangs the tocsins of war, brings forth legions of others enlisted in a holy cause to relight the lamp of freedom in our own land.

So come forth young and old. Prepare for America's future.

3) Recognize the entire earth as humanity's home and caregiver.

4) Recognize that humanity is a family.

5) Recognize that poverty is one of the main causes for war and expand the global campaign against poverty.

6) Recognize that how we treat our planet is a direct reflection of how we treat our human family. We must expand the global campaign against pollution. Alternative/higher technology energy is necessary in order to heal our sick planet. Greed driven oil dependency must end.

7) Recognize and study the idea that all life forms are relatives of life's family. Reverence for all life may be the result of such thinking.

8) Use energy gathering events such as the Olympics to educate and unite the people around the world.

9) Recognize and study the healing potential of multilingual peace chants such as "Peace, Shalom, Salaam."

10) Keep studying and sharing ideas for global healing.

After being asked repeatedly, I decided to start an experiment. I call it the "Ring of Power". The Ring of Power addresses all the peace workers who know that spiritual research and political acting belong to each other. You will only be able to realise as much peace in the outside world as you have realised within. In this time of the globalisation of violence everybody who is active in peace work needs an active training, which provides the personal strength and knowledge to walk the path of trust and fearlessness. The close cooperation with all powers of peace is the connecting thought of the Ring of Power. We go to the spiritual sources which feed our capacity for free and loving action in this world. I myself do a morning attunement at sun rise to connect myself to the power of universal love and all cosmic peace powers. Everyday at sun rise I go to a special place for this peace meditation. If you give up your resistance to a higher force in your life, the motives for your surrender must be considered in order to evaluate whether it is a positive thing or not, and the ultimate outcome is really what reveals the truth of it all. In the first example we gave, where we made note of the agenda of those with yearnings for global totalitarian power, we found it humorous to see how many people were willing to surrender their personal freedoms in return for some comfort and maintenance of their status quo. You COULD say that the same thing is true if one is being asked to give up resistance to the Creator's agenda, but in the first case, you are surrendering to the wills of other people, who want something from you that meets their needs, and in the second case, you are being asked to surrender your experience of separation from the Creator, so that your personal will comes into better alignment with the divine purpose for your life. From our perspective, there is a very big difference, both in the motives involved and the outcomes.

In surrendering to the Will of the Creator, you actually create greater freedom for yourself because then you simply have to follow the flow of your life, instead of remaining locked into the limited possibilities of what you can imagine while still in the veiled state of consciousness. You open up the portals for more to appear in your life that would have been considered miraculous or magical when measured in your formerly limited view. In the state of giving up resistance to the flow of your life, you are moving out of fear into a state of Grace. You are surrendering your need to control everything in order to keep your fear at bay. You are moving more into acceptance and trust in the plan for your life.

In surrendering your freedoms to those in control of your world in return for the appearance of security and retention of some portion of the material aspects of your life that give you comfort, you have made what is often referred to as a "devil's bargain." While you appear to gain something in the short term, when the time comes to "pay the bill," you then discover the true cost of what it is you have given up. If you look at that kind of non-resistance, you will find that it has fear at its base. So it is important to look at the motives that underlie a given action or decision. Are they based in fear or are they based in trust in the plan for one's life?

However, since all things are playing out according to the plan for each life, it is impossible to say that even a devil's bargain does not ultimately serve a higher purpose. We find it humorous to see the globalists achieving their goals so easily because we know the outcome of the whole drama. In the end, those who made that trade of freedom for material security and possessions will lose everything they bartered for, and even those who hold the reins of power now will be defeated. It strikes us as ironic that everything has a tendency to work out in opposite ways to how they appear in the beginning. Those who surrender their freedoms for material comfort will in the end lose both the freedoms AND the material comfort. Those who surrender their resistance to the divine plan for their life will ultimately "gain the kingdom," because they will be making the choices needed to come into their true inheritance, their true nature as the co-creators of this reality. In being willing to risk everything material, in the end they gain the ability to have and create anything material that they might desire, but from a state of total sovereignty rather than servitude.

Wanting Peace Is Not Unpatriotic

Developing a relationship with the natural world can have profound effects on our perceptions of the universe. Opening our minds and hearts to include the idea that a tree has rights and that a dolphin may be our neighbor can forever change our appreciation for life.

For example, consciously choosing not to eat meat because of the deplorable conditions under which animals are kept and slaughtered can develop a connection to the world and the universe that can only come from accepting full responsibility for our actions.

Even flushing the toilet with a mindfulness that the waste is, after minimal treatment, going into the ocean and not magically disappearing can dramatically alter perceptions.

But with an open heart and open mind comes a price - and it is a high price for those living in the U.S. today. That price is the horror, shock, revulsion, and powerlessness that you will feel at the thought of the United States going to war - again - against the people of Iraq.

Make no mistake, it is the people of Iraq, and the ecosystem, and the animals that we will hurt.

The leaders of the United States have been hurting them every hour of every day since the Gulf War. Look at the horrifying statistics of the effects of the sanctions against Iraq from the PAX Christi USA "Iraq Crisis Factsheet."

* There are 4,500 children under the age of five dying each month from hunger and disease. In Central/Southern Iraq, 27.5 percent of Iraq's three million children, some 900,000 children, are now at risk of acute malnutrition, according to a UNICEF Report.

* The Ministry of Health estimates that 109,720 persons have died annually as a direct result of the sanctions, according to "The Children are Dying: Reports by UN Food and Agriculture Organization."

* After the sanctions, there was a two-fold increase in infant mortality and a five-fold increase in mortality of children under five years old, according to "The Lancet" Volume 346, Number 8988. Saturday December 2, 1995.

* Due to the hazards of the water supply, government statistical office figures show 1,819 cases of typhoid fever in 1989 and 24,436 cases in 1994. There were no reported cases of cholera in 1989, but 1,345 cases in 1994, according to "The Children are Dying." Fifty percent of rural people have no access to potable water. Wastewater treatment facilities have stopped functioning in most urban areas, says the United Nations Department of Humanitarian Affairs.

* In rural areas, only half the people have access to a water supply from a network, public tap, or well, and only 34 percent have a sanitary type of latrine, UNICEF reports.

To hear the rhetoric about Iraq's "weapons of mass destruction" is maddening. The U.S. is the world leader in the manufacture, sale, and use of weapons of mass destruction. In fact, in the 1980s, a company in Maryland, American Type Culture Collection, sold Iraq the "seed stock" for its chemical warfare program! Visit their website today and see how anyone can buy dangerous bacteria.

The atomic bomb that wiped out Hiroshima killed 300,000 people. The U.S. imposed sanctions on the people of Iraq - Sadam eats very well, thank you very much - have killed 500,000 children alone. Some say the estimate is closer to one million.

In Iraq today, the most serious weapon of mass destruction is a bottle of water - water tainted with disease because of the sanctions. Without medicine, diarrhea means death to many children and elderly people.

The countries of the world spend nearly a trillion dollars each year on warfare. Less than 25 percent of that amount could clear up virtually every environmental and social problem we face. The environmental cost of war is high.

In the 12th century, Genghis Khan laid waste to vast areas of Mongolia and China that remain devastated some 700 years later.

In World War I, many countries' ecosystems were destroyed. Belgium lost most of its forested areas. During the two year Boxer Rebellion in China that began in 1900, a species of deer was driven to extinction in the wild.

In Vietnam, the United States dropped 20 million aerial bombs, fired 230 million artillery shells, and used more than 100 million grenades. Over 2.5 million craters were formed by these explosions in Vietnam. Ten percent of these munitions did not explode, leaving two million bombs, 23 million artillery shells, and tens of millions of other devices in the ground as ticking time bombs. Still today, many people are crippled and killed by these devices.

The true extent of the environmental damage caused by war is still unknown and in some cases, is willfully suppressed. In 1995, after a team of U.S. public health experts visited Vietnam to research the impact of Agent Orange on the civilian population, the Vietnamese government confiscated their tissue samples and data.

For the United States to speak with revulsion about Iraq's potential for developing "weapons of mass destruction" is to practice a great hypocrisy. The U.S. used over nine million kilograms of the deadly germ warfare agent 0-chlorobenzolmalononitrile, or CS, over vast areas of Vietnam. Countless human and wildlife deaths resulted. The U.S. also used more than 25 million kilograms of herbicides in that war, killing and hurting all manner of living things. There is evidence that the U.S. used the deadly nerve gas Sarin against its own troops in Vietnam.

Our stock of active nuclear weapons is the largest in the world.

Former U.S. Attorney General Ramsey Clark wrote, "No failure to comply with the U.N. condition can possibly justify the collective punishment of the entire nation and the direct deaths of infants, children, the elder population and the handicapped. You are fully aware that no hidden arms or arms program in Iraq can possibly pose the threat to life anywhere that the sanctions inflict on Iraq every day. These sanctions kill more people each week than Iraq with all its armies and materiel ... could inflict on foreign armies ... when Iraq was under assault" in 1991.

War. That is the only solution our leaders can think of. But how can we blame them. We as a culture have been at war with the natural world for many centuries. We have been trying to tame nature, to "bound her into service" and "make her a slave," as Francis Bacon said at the start of the scientific revolution in the 16th century.

Our leaders are control freaks, desperate for an orderly world. The natural chaos of the universe frightens them, who have been brought up in air conditioned, climate controlled, and insect free splendor.

Our President and his advisors will do anything to make it appear that solutions are simple, that enemies are easy to point to, and that they have the support of the American people.

There can be no excuse to wage a selective war on a country's people. We must rise to the wisdom in all our hearts.

The effect on the Iraqi environment will be devastating. The landscape of Iraq, its infrastructure, and ecosystems have already been compromised by the U.S. imposed sanctions.

And someone please tell me - how does it make sense to bomb suspected sites of biological warfare agents or of nuclear weapons, only to risk releasing those very substances into the air? Am I missing something? I don't think so.

We must think. We must insist. We must reclaim our power. Did you know that many believe that it was the Allied imposed poverty and humiliation of Germany following its defeat in World War I that brought Adolph Hitler to power? We cannot and must not repeat this history by fostering even more resentment among Iraqi youth.

Article 48 of the Geneva Convention reads, "It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population such as food, livestock, agricultural areas and drinking water installations."

So who is the real war criminal in this battle? We have lost our sense and our senses. How can we get them back?

Take your power. Please examine the resources below. Write your letter to the President right now and e-mail it to him at the address below. Be able to say that if our leaders do wage another obscene war that you did what your heart demanded. Demand that we wage peace.

And by the way, it is NOT unpatriotic to want peace.

Dear Global CyberFriends:

Every now and then, I find something tucked away in a corner, in a bookjacket, or scotch-taped to my wall as a reminder. It's often something of beauty... something that once grabbed my attention... something to be shared with others. "Remember To Remember" is just such a find, partially hidden behind a photo I liked in the inside cover of one of those souvenir photo albums. Unwillingly perhaps, I remember that our time on this planet IS brief. Treasure it !
