The Republican National Committee is pressing the Federal Election Commission ("FEC") to issue new rules that would shut down groups that dare to communicate with the public in any way critical of President Bush or members of Congress.

Sign the Petition for a Global Ban on Genetically Modified Trees
(...) We state that the decision made in the context of the UN-lead Kyoto process to allow the use of genetically modified trees to tackle climate change is in contravention of the principles of the Convention on Biological Diversity. Trying to fight climate change by growing GM-trees would lead to the creation of vast plantations of cloned GM-trees on our planet. It would mean enormous losses in terms of diversity, while exposing these GM monocultures to disease, pests - and the effects of the ongoing climate change itself. We believe that the risks for biosafety involved in the introduction of genetically modified trees are such that they extend over state borders as well as generations, and should therefore not be taken at the present state of knowledge. Studies in population genetics show that genetic exchanges between trees can extend over whole continents. There is a real risk that by introducing GM-trees we would trigger a series of GM-contaminations spreading all over the forest cover on our planet. Other dangerous ecological scenarios include the potential metabolic incompatibility of GM-trees with their ecological surroundings, as well as genetically modified material being transferred to viruses and bacteria. On the grounds of what has been stated above, we demand that the world reject the introduction of genetically modified trees. In our view, we should be heading in the opposite direction. Instead of establishing plantations of genetically modified trees, we should strive to restore the forest cover of our planet towards its former riches and abundance. CLIP

The White House succumbed to intense pressure yesterday and said it would allow Condoleezza Rice, the National Security Adviser, to testify in public before the commission investigating the September 2001 attacks. President George Bush and his deputy, Dick Cheney, will also jointly appear in a closed-door session. Just a day after the Bush administration had staunchly defended its decision not to allow Ms Rice to appear, it said that she would testify as long as it would not seen to set a precedent. (...) One consultant to the White House said Karl Rove, a senior political adviser with his eye on November's presidential election, had decided the controversy was becoming politically damaging. Rather than having to deal with questions such as "Was there an intelligence failure?", he wanted to move the focus of the election campaign to "Which candidate is better on security?". If it's about who keeps you safer, that's the ground we want to be on." (...) "I would like to have her testimony under the penalty of perjury," said the commission's chairman, Thomas Kean, a former Republican governor of New Jersey. When Ms Rice appeared privately with several members of the commission in February she was not required to be under oath and officials said that no transcript of the four-hour conversation was kept.

Planet Ark : Cattle Farming Biggest Threat to Amazon (April 2, 2004)
BRASILIA, Brazil - Booming Brazilian beef exports could be the main culprit behind a sharp rise in deforestation of the Amazon jungle as cattle farmers cut deeper into the forests, a leading research institute said today. The report, "Hamburger connection Fuels Amazon Destruction," by the Indonesia-based Center for International Forestry Research was released as environmentalists feared the latest Amazon destruction rates could be the highest ever. The deforestation rate in the world's largest jungle jumped 40 percent in the 12 months to the middle of 2002 and the authors of the report along with other environmentalists are bracing for figures for the subsequent year which could be yet higher. The latest data should be released in coming weeks. At around 9,840 square miles, the deforestation figure for 2001/2002 was the second highest on record and represented an area slightly smaller than Haiti. David Kaimowitz, director-general of the center, said the report showed this surge was being fueled by a steep rise in cattle farming in the Amazon, helped by Brazilian beef exports and the eradication of foot-and-mouth disease in the Amazon. While environmentalists have feared that the spread of soybeans in the Amazon posed the greatest threat, the report showed that the amount of deforested land dedicated to cattle pasture is six times as large as land with cultivated crops. Animal and Ecological Terrorism Act: Civil Rights vs. Fear of Terrorism
Animal rights and environmental activists are the targets of a new bill introduced into the Texas Legislature in February 2003 by Representative Ray Allen (R-Grapevine). H.B. 433, the so-called "Animal and Ecological Terrorism Act" is loosely modeled after federal laws designed to combat the "war on terrorism;" however, this bill uses fear as the tool to implement legislation seeking to criminalize any activity pertaining to animal rights or environmental activism. Did I mention that the model bill was drafted by the national lobbyists group, The U.S. Sportsmen's Alliance (USSA)? The USSA, along with the America Legislative Exchange Council (ALEC) are promoting this bill nationwide. Enviro Movement Becoming Decentralized and Diversified - Environmentalism is going grassroots. While two-thirds of Americans identify themselves as environmentalists, membership in big, mainstream enviro organizations stayed flat throughout the 1990s. IRS data explains why, at least in part: The number of environmental groups with an annual income of $1 million or more fell by nearly half from 1995 to 2003; during the same period, 4,247 groups with budgets of less than $1 million were created. Many of these smaller groups involve people who have not been traditionally associated with environmentalism but who want to act on local concerns. In the West, ranchers and hunters fight to protect the natural resources they depend on. Other citizens band together around environmental justice, environmental health, and the intersection between religion and conservation. And some activists don't associate themselves with any organizations, like Montanan Karl Rappold, who says, "I work with environmental groups, but I don't belong to them. I can do more as an independent rancher."

Disturbing Signals (March 30)
Sen. Kerry voted for the Patriot Act. He voted for the resolution that allowed Bush to invade Iraq. In this brief, the Council on Hemispheric Affairs notes another disturbing fact: Sen Kerry's stated policies on Latin America look like his opponent's:
• Sen. Kerry woos hard-line Cuban right; risks marring his reputation as an advocate of a more principled foreign policy.
• The Democratic candidate could witness a substantial bloc of voters defect to a possible resurgent Nader campaign, which could cost him dearly in swing states, and even sway the election.
• Outflanking Bush on the right regarding Cuba and Venezuela could dangerously ignite these issues, as occurred in the first Bush presidency when the U.S. invaded Panama in 1989.
• Kerry’s Latin American script could have been written by Roger Noriega and Otto Reich.
• The Democratic candidate: sterile on Cuba and Venezuela, good on Haiti.

Russia says its new weapon will make U.S. missile defence useless (March 30, 2004)
MOSCOW - Russia has designed a "revolutionary" weapon that would make the prospective American missile defence useless, Russian news agencies reported Monday, quoting a senior Defence Ministry official. The official, who was not identified by name, said tests conducted during last month's military manoeuvres would dramatically change the philosophy behind development of Russia's nuclear forces, the Interfax and ITAR-Tass news agencies reported. If deployed, the new weapon would take the value of any U.S. missile shield to "zero," the news agencies quoted the official as saying. The official said the new weapon would be inexpensive, providing an "asymmetric answer" to U.S. missile defences, which are proving extremely costly to develope. Russia, meanwhile, also has continued research in prospective missile defences and has an edge in some areas compared to other countries, the official said. The statement reported Monday was in line with claims by President Vladimir Putin's that experiments performed during last month's manoeuvres proved that Russia could soon build strategic weapons that could puncture any missile-defence system. At the time, Col-Gen. Yuri Baluyevsky, the first deputy chief of the General Staff of the Russian armed forces, explained that the military tested a "hypersonic flying vehicle" that was able to manoeuvre between space and the earth's atmosphere. Military analysts said that the mysterious new weapons could be a manoeuvrable ballistic missile warhead or a hypersonic cruise missile. While Putin said the development of such new weapons wasn't aimed against the United States, most observers viewed the move as Moscow's retaliation to the U.S. missile defence plans. After years of vociferous protests, Russia reacted calmly when Washington withdrew from the Anti-Ballistic Missile Treaty in 2002 in order to develop of a countrywide missile shield. But U.S.-Russian relations have soured again lately, and Moscow has complained about Washington's plans to build new low-yield nuclear weapons.

Ex-official says U.S. government covered up spill cause (April 02)
NEW YORK - A whistle-blower has accused the Bush administration of trying to protect the company responsible for a 2000 coal slurry spill for political reasons, according to CBS Television's 60 Minutes. On the show to be aired on Sunday, Jack Spadaro, former head of the National Mine Health and Safety Academy, said the Department of Labor whitewashed a report that held mining company Massey Energy Co., a contributor to the Republican Party, responsible for the spill. The Oct. 11, 2000, spill from the mining company's containment pond poured 300 million gallons of coal sludge into water supplies in Kentucky and West Virginia. "The Bush administration came in and the scope of our investigation was considerably shortened," said Spadaro, who helped investigate the spill for the Mine Safety and Health Administration. He called it "interference with a federal investigation of the most serious environmental disaster in the history of the eastern United States." CBS said the Richmond, Virginia, company was a "generous" contributor to the Republican Party. CLIP

According to "Boudewijn Wegerif">, "April Fool's Day relates to the change of calendar by Pope Gregory XIII in 1582. The Gregorian Calendar called for New Year's Day to be celebrated on January 1 in place of April 1. Those who resisted the change were called April Fools. They were sent on fool's errands or tricked into believing something false. Some European countries held out against the New Year change for many years - Scotland until 1660; Germany, Denmark, and Norway until 1700; and England until 1752. For more, see

We are expanding efforts in other countries too with the aid of new found friends who are getting involved with us as Coordinators. Dear Friends,

I spoke with Father Jean-Juste in Port-au-Prince a few days ago. He told me the number of children who come to our food program continues to increase as the situation in Haiti deteriorates. Here’s a summary of what he shared with me:

"It's been four weeks since the coup d'etat. It is so sad what's going on. People are hungry and frustrated. A bag of rice is so much money now. It looks like a terrible hurricane has gone through Port-au-Prince. The brand new school buses are burned and destroyed.

Now many children cannot attend school because they have no transportation and it is too far to walk. It is also very dangerous, especially at night. There are death squads going around killing Aristide supporters. I am trying to keep hope alive here. I used to see people smiling, even with all the challenges they faced before, but now they are down, discouraged, sad, frustrated. They used to laugh, but now they are worried about their lives. Their dreams are gone. The children are asking for Aristide. They say 'he cared about us. He must come back.' We are still in need of your prayers. I am on a very slippery road here. I have received death threats, but I am not scared. I will not leave. When you're working for God, you cannot run and hide."

In the midst of this devastating situation, dozens of people spent yesterday and all day today - since the crack of dawn - preparing and serving today's meal. At least five hundred children have been served and are now on their way home.
At last Sunday's meal, Father Jean-Juste told me a little boy, not more than two-years-old, called out to him. "Father, I ate! My tummy is full!"

"He had a huge smile on his face. He was so happy to have received a big plate of food. This meal is a great gift to the community," Father Jean-Juste said. In a time where dreams are dying as hope fades, the food we provide through the What If? Foundation (two meals feeding 1000 children every week and daily rice and beans to the neighborhood's hungriest families) offers not only critical nutrition and calories, but also a sign of hope - that the children and their tears have not been forgotten.

Let us continue to pray for peace and a world that places food, clean water, shelter, education and health care for all people as its top priority.

Oxygen depletion: Set to have a big impact in the 21st century

Sea areas starved of oxygen will soon damage fish stocks even more than unsustainable catches, the United Nations believes.

The UN Environment Programme says excessive nutrients, mainly nitrogen from human activities, are causing these "dead zones" by stimulating huge growths of algae.

Since the 1960s the number of oxygen-starved areas has doubled every decade, as human nitrogen production has outstripped natural sources.

Unep made its remarks as it launched its Global Environment Outlook Year Book 2003.

Human disturbance

About 75% of the world's fish stocks are already being overexploited, but Unep says the dead zones, which now number nearly 150 worldwide, will probably prove a greater menace. It quotes research by a team of scientists at the Virginia Institute of Marine Science in the US.

They concluded: "The history and pattern of human disturbance in terrestrial, aquatic, coastal and oceanic ecosystems have brought us to a point at which oxygen depletion is likely to become the keystone impact for the 21st Century, replacing the 20th Century keystone of overfishing." Ironically, Unep says, nitrogen is desperately needed in parts of the world, including much of Africa, where the lack of it is reducing farmers' yields.

Washed away

The amount of nitrogen used as fertiliser globally is 120 million tonnes a year, more than the 90 million tonnes produced naturally. Yet only 20 million tonnes of that is retained in the food we eat, with the rest washed away into rivers and out to sea.

The burning of fossil fuels in vehicles and power plants, and of forests and grasslands, and the draining of wetlands all contribute more nitrogen to the cycle. This leads to the explosive blooms of algae, tiny marine plants, which sink to the seabed and decompose, using up all the oxygen, and suffocating other marine life.

Unep's executive director, Dr Klaus Toepfer, said: "Humankind is engaged in a gigantic global experiment as a result of the inefficient and often excessive use of fertilisers, the discharge of untreated sewage, and the ever-rising emissions from vehicles and factories.

"Hundreds of millions of people depend on the marine environment for food, for their livelihoods and for their cultural fulfilment. Unless urgent action is taken to tackle the sources of the problem, it is likely to escalate rapidly."

Remedies available

Some of the dead zones are less than a square km in size, while others are up to 70,000 sq km. Examples include Chesapeake Bay in the US, the Baltic and Black Seas and parts of the Adriatic. One of the best-known is in the Gulf of Mexico, affected by nutrients washed down the Mississippi river. Other zones have appeared off South America, Japan, China, Australia and New Zealand. Not all are permanent: some appear annually or only intermittently.

Unep says reducing nitrogen discharges can restore the seas to health: an agreement by states along the River Rhine has cut the amount of nitrogen entering the North Sea by 37%. Other remedies include wasting less fertiliser, cleaning vehicle exhausts, and using forests to soak up excess nitrogen. Unep launched its Geo Year Book, highlighting emerging issues, at the meeting here of its governing council from 29 to 31 March. Delegations from more than 150 countries are expected to take part.

Tons of Depleted Uranium Polluting Iraq

U.S. forces unleashed at least 75 tons of toxic depleted uranium on Iraq during the war, reports the Christian Science Monitor.

An unnamed U.S. Central Command spokesman disclosed to the Monitor last week that coalition forces fired 300,000 bullets coated with armored-piercing depleted uranium (DU) during the war.

"The normal combat mix for these 30-mm rounds is five DU bullets to 1 -- a mix that would have left about 75 tons of DU in Iraq," wrote correspondent Scott Peterson.

Peterson measured four sites around Baghdad struck with depleted uranium munitions and found high levels of radioactive contamination, but few warnings to this effect issued among the populace at large.

While the Pentagon maintains that spent weapons coated with the low-level, radioactive nuclear-waste are relatively harmless, Peterson notes that U.S. soldiers have taken it among themselves to print leaflets or post signs warning of DU contamination.

"After we shoot something with DU, we're not supposed to go around it, due to the fact that it could cause cancer," said one sergeant requesting anonymity.

On a group of abandoned burnt-out U.S. munitions supply trucks, Peterson saw signs U.S. troops put up warning in Arabic, "Danger -- Get away from this area." A local vendor said that soldiers in masks warned him and others to keep away from the site.

These were the only warnings Peterson found. He wrote that despite the military's attempts to bulldoze the surrounding topsoil, the Geiger counter readings on remaining piles of radioactive DU dust registered at hundreds of times the average, and a DU dart from a 120 mm tank shell emitted radiation over 1,300 times normal.

Two other sites visited were randomly selected Iraqi armored vehicles destroyed with DU bullets. The remains of these tanks sit near a produce vendor on the outskirts of Baghdad, and have become popular playthings for children; the Geiger counter reading from "a DU bullet fragment no bigger than a pencil eraser" near one child registered 1,000 times normal.

There were no warnings posted informing the populace of the radioactive emissions coming from the tanks.

"Radioactive? Oh, really?" was the response of a former director general of the ministry, when Peterson presented a Geiger counter registering emissions of 1,900 times normal from spent DU-coated bullets amongst the grounds at the Ministry of Planning.

"Yesterday, more than 1,000 employees came here, and they didn't know anything about it," he said. "We have started to not believe what the American government says. What I know is that the occupiers should clean up and take care of the country they invaded."

As small extremist splinter-groups with little direct affiliation to each other or Al Qaeda respond to indiscriminate US killing with their own indiscriminate murder of innocents, it is clear that Washington's "war on terror" is scattering the embers of revenge. Is this intentional? For corporate profiteers hooked on "permanent war", more violence is always good news. And getting a disgruntled populace to "circle the wagons" in the face of manufactured threats is always useful to crooks and liars attempting to remain in power. With the wheels coming off the Bush presidential re-selection wagon, Gen. Tommy Franks has said publicly that another Sept. 11-scale "terrorist incident" will see the elections cancelled, suspension of the constitution and imposition of a military government.

But what if the expected attack comes from disgruntled American extremists — and another Arab country is blamed? By launching a violent attack against what they already view as the Washington-based "New World Order", home-grown militias and/or white supremacists could unleash further world-destabilizing and misdirected U.S. "retaliation" over a 2004 terrorist attack, either deliberately disguised or knee-jerkingly misperceived as the work of Islamic extremists. The only way out is to take the lesson of the Spanish people and renounce violence as a "first response" to more mayhem — regardless of where the real criminals reside.

They seemed normal but plotted to kill thousands

William Krar and Judith Bruey appeared a perfectly normal couple. Certainly Teresa Staples thought so. She remembered a polite, sociable couple who always paid their rent on time for the three garages they rented from her. So when the FBI showed up in the tiny Texas hamlet of Noonday demanding access to the garages, Staples thought they had made a mistake. But a few hours later, more FBI agents turned up, this time wearing biochemical warfare suits. 'When those guys showed up in spacesuits, I just knew something very bad had been found,' Staples said.

She was right. Among a terrifying arsenal of guns, bullets and bombs, the FBI found a chemical cyanide bomb. Used in a shopping mall, a stadium or a subway, it could have killed thousands. 'I was terrified. I live here with my children and they had that terrible stuff in there,' Staples said.

Krar and Bruey will soon be sentenced to lengthy jail terms, but their capture has revealed a gaping hole in America's war on terror: the home front. The FBI fears that other chemical bombs, built by Krar, may already be in circulation. The case has now sparked the biggest domestic terror investigation since the Oklahoma City bombing in

Critics say the case shows that the authorities, obsessed with Islamic terrorists, have ignored the deadly assortment of domestic extremists. America's right-wing groups, though diminished in numbers since 1995, have become bent on acquiring weapons capable of mass slaughter.

'The radical right is going to seek ever more deadly and extreme forms of weapons,' said Daniel Levitas, author of The Terrorist Next Door. Levitas estimates that far-right groups have about 25,000 members, with 10 times as many sympathisers. The Southern Poverty Law Centre (SPLC), which monitors hate groups, has identified 708 of them. Since Oklahoma City, more than 30 plots by US terrorists have been uncovered, including attacks on oil refineries, politicians and army bases.

Just last month, a letter laced with ricin, a lethal nerve toxin, was sent to the Senate. One
had been sent to the White House last November. Both are similar to one found in South Carolina earlier still, signed by someone called Fallen Angel. And the anthrax attacks of two years ago have still not been solved: the perpetrator is thought to be an American.

The FBI only found out about Krar by accident. He had mailed five fake ID cards, including one for the Pentagon and the UN, to a member of the New Jersey Militia. The cards included a note from Krar with the words: 'We would hate to have this fall into the wrong hands.'

But it did, misdelivered to a man in New York who called the police. That led investigators to monitor Krar and Bruey's mail in the town of Tyler, where they lived, about 10 miles from Noonday.

Staples said Krar and Bruey visited their lock-ups every day. Each was piled high with
clothes and gardening equipment, which she believed they resold at flea markets. 'I thought they just dealt in rakes, old clothes, stuff like that,' she said.

But FBI agents uncovered the cache of weapons hidden behind them. More weapons were found at Krar and Bruey's secluded home in the pine woods that surround Tyler. Eventually the haul totalled 500,000 rounds of ammunition, more than 60 pipe
bombs, other remote-controlled bombs disguised as brief cases, and dozens of machineguns, silencers, pistols, mines and explosives.

And, inside an ammunition cannister, was the sodium cyanide, next to quantities of acid that would act as a trigger for the device, reacting with the cyanide to release a cloud of lethal gas.

Worryingly, the investigation exposed numerous instances when Krar had appeared on the police radar. In 1985, he had been arrested for impersonating a police officer. He had paid no tax since 1989. In January, 2003, he was stopped in Tennessee by a state trooper, who found chemicals and weapons in his car.

Krar was also the subject of an investigation in 1995 which showed he had wide links to a network of right-wing extremists, but the inquiry was later dropped.

Now all that previous evidence is being re-examined. Investigators are desperate to work
out what Krar has been doing for the two years he lived in Tyler. Plans found on him when he was arrested provided a clue. They included a code for setting up meetings in Pennsylvania, Virginia, Tennessee, Mississippi and Louisiana. They also include coded warnings to avoid police surveillance.

No one knows why the pair chose to live in Texas, but the area is home to cells of the Ku Klux Klan and white power group the Ayran Nations.

One theory is that Krar had been acting as a travelling salesmen of covert weapons for
extremists. But the nightmare scenario is that Krar has already made and distributed other
chemical bombs. More sodium cyanide was found at Krar's house and in his car in Tennessee.

So far, more than 150 subpoenas have been issued, and more are expected. 'This is an ongoing investigation,' said one source close to the case. Krar and Bruey have so far refused to co-operate with investigators. However, sentencing has been set for May - an unusually long time away, which has had some experts speculating that Krar and Bruey have cracked and are revealing details about their network in the hope of receiving less jail time.

If true, that would be a breakthrough in the war on terror as big as anything gleaned from
al-Qaeda suspects in Iraq or Afghanistan. 'Krar had weapons that were capable of killing just as many people as died on September 11,' said Mark Potok, editor of The Intelligence Report, an SPLC newsletter. 'They are a reminder that all terrorists do not come from abroad. Some of the scariest ones are 100 per cent, red-blooded Americans.'
